In a move to enhance credit card security and combat fraud, the Japan Credit Association (JCA) has mandated the use of EMV 3D Secure (3DS) for all Japanese credit card transactions, effective March 2025. This EMV 3D Secure mandate is crucial for ensuring secure e-commerce transactions and is required for any credit card payment processed by a Japanese entity.

Why the Mandate?

The Ministry of Economy, Trade, and Industry (METI) of Japan unveiled the Credit Card Security Guidelines 5.0 on March 15, 2023, marking a significant step towards enhancing digital transaction security. These guidelines focus on safeguarding the integrity of e-commerce transactions across Japan, ensuring robust consumer protection and compliance with global standards.

Key Points of the EMV 3D Secure Mandate

The core of these guidelines is the mandatory implementation of 3D Secure for all e-commerce credit card transactions by April 1, 2025. Transactions where a physical card is used in person are out of scope. This requirement encompasses both domestic and cross-border transactions, including all credit card brands and types of prepaid cards, debit cards or corporate cards.

By mandating the adoption of 3D Secure 2, the latest version of this security protocol, METI aims to address the escalating issue of credit card fraud and protect against the misuse of credit card information in Japan. The mandate aligns with global trends towards stricter security measures for online transactions, ensuring Japan stays in line with international standards. By enhancing security protocols, it protects consumers from unauthorized transactions and boosts confidence in online shopping. As e-commerce grows, online fraud has become a significant concern; 3D Secure helps mitigate this risk by adding an extra layer of authentication.

As part of this initiative, all businesses involved in online sales in Japan, will need to comply with these new security measures by the end of March 2025. While there are no fines if an entity does not comply with it, the Japan Consumer Credit Association (JCA) will oversee this implementation, reflecting a proactive approach to countering the rising rates of online credit card fraud.
